Wikid82 6273aa32a1 fix: Remove legacy Python lint job from CI workflow ...

- Remove ruff/flake8/pre-commit steps (legacy Python scaffold)
- Remove needs dependencies on non-existent lint job
- Backend and frontend tests now run independently
